[metrics-team] License for Relay Search

Hi Arturo,

Do you have any objections to changing the license for Relay Search
(formerly Atlas) to match with the license for other Metrics products.

This would change it from MIT to 3-clause BSD.

Also, please let me know if there were any other major contributors that
should be consulted before we make this change.
