[metrics-team] Don't cut off any data from CSV files

Hi,

Re: commit 8831eceb [1] on metrics-web.

This has caused some confusion in IRC, and I'm also confused. I feel
like there was a second half of this that did not emerge yet where when
the CSV files are generated the data is not included in the CSV files
(and therefore moving the responsibility from the R modules to the CSV
generation code, so it's only happening once).

Is the second half still to come, or is this it?
