[metrics-team] bridge count: metrics.tpo vs. onionoo.tpo

The onionoo 'running' url parameter description:

>  running
> 
> Return only running (parameter value true) or only non-running relays and/or bridges (parameter value false). Parameter values are case-insensitive.

is not very clear about which 'running' is meant.
The 'Running' flag in the flags array or the running
Boolean field saying whether this bridge was listed as running in the
last bridge network status.

I assumed that onionoo's 'runing' parameter is about the later but the
delta would be smaller with the former.
