[metrics-team] bridge count: metrics.tpo vs. onionoo.tpo

Hi,

looking at
https://metrics.torproject.org/networksize.html

tells us that there are <4k running bridges.

Looking at
https://onionoo.torproject.org/
says there are >7k running bridges (2017-09-08 18:00 UTC).

Where does that delta come from?

Does onionoo only include actually distributed bridges or are bridges
that are not actively distributed to users also included?
