[metrics-team] temporary negative spike in tor relay count: real or bug?

Hi Damian,

that sounds like something that would affect advertised-bandwidth
statistics. But the graphs that nusenu linked show absolute relay
numbers which don't rely on self-reported bandwidths.

If you have more details about that negative-bandwidth bug, I'd like to
hear that. It's likely unrelated to this bug, but it might still be a
fun bug. :)
