[metrics-team] temporary negative spike in tor relay count: real or bug?

Hi Karsten. For what it's worth someone mentioned seeing a negative
bandwidth average in nyx recently too. Naturally I thought this was a
nyx bug but considering this maybe tor itself is generating a negative
value?

Just a thought.
