[metrics-team] IPv6 votes and consensus synthetic flags

NoIPv6Consensus has been deployed to consensus-health. No relays are
triggering it right now, but I tested it (crudely) and I'm pretty sure
it works. When it does appear, you will see it in the relay flags
table and in the gigantic relays table.
