[metrics-team] licensing

hi,

it was pointed out to me that the converTor [0] I’m working on has no license… I could copy the license file from metrics-lib and replace "The Tor Project" with "https://github.com/tomlurge", or with my real name. would that make sense? or should I go with the apache 2.0 license as gnu.org suggests?

and yes, I know, we’re all no lawyers ;-)
