Hello team,

while working on the content for the new Metrics website, the
following idea crossed my mind:

Should we open this list to posts by non-subscribers, as a way to
receive suggestions and questions from outside the team?

Right now, we're using this list mainly for announcements and to a
very small extent for team-internal discussions.  Here are some
statistics:

In the last three months, there were:
 - 13 meeting announcements/reminders or replies,
 - 2 announcement posts without replies,
 - 1 long thread with 13 messages about running CollecTor 1.1,
 - 1 short thread with 4 messages about a drop in obfs3 users, and
 - 1 cross-posted message that I think got rejected.

The bulk of team-internal discussions happens on Trac and a small
portion happens privately, cc'ing everyone involved.

I also remember that Tor people were confused that they couldn't post
to this list to inform us of something, unless they subscribed, which
felt wrong because they're not part of the team.

I could imagine that we'll receive more feedback if people can email
the team directly, rather than emailing a huge Tor mailing list like
tor-dev at .  We should make it clear that metrics-team@ has public
archives, though.

We could still keep metrics-team@ moderated on first post, in order to
limit the amount of spam that ends up on the list.

What do you think?  Let's make a decision at the meeting tomorrow.
