Comment:

 I think redirecting from the /cgi-bin/ path to /torbulkexitlist is
 probably the most reasonable thing to do, and perhaps could encourage
 people to not use the /cgi-bin/ path anymore. This will need to be fixed
 in the Puppet for check-01, in the Apache VirtualHost config.
