Comment (by acute):

 Just to add to this, recording partial completion times from the 5M
 downloads was something we looked at in the past - see ticket #26673.
 I made a pull request for this a while ago, it would need rebasing:

 https://github.com/torproject/onionperf/pull/16

 From the PR:
 An example of the new fields in the torperf file (in the case of a 5m
 download) are: PARTIAL1048576=1555678482.70 PARTIAL51200=1555678479.75
 PARTIAL5242880=1555678495.97

 We could also look at reprocessing past results to test how this fares
 against actual measurements.
