 Great, thanks for looking!

 Rebased to master, fixed some newly introduced compilation errors in
 `CachedRelayDescriptorReader.java` that I somehow overlooked earlier, and
 added a change log entry.

 Tom's bandwidth files from 2017-08 to 2019-04 are now available here:
