 Today I wanted to make a graph that uses userstats-combined.csv, like in
 comment:5:ticket:20495. The graph shows, for one transport, the top
 countries that use that transport. (It's the opposite of
 https://metrics.torproject.org/userstats-bridge-combined.html, which
 shows, for one country, the top transports used by that country.) It would
 be less convenient to make my graph without userstats-combined.csv.
