Comment:

 I finally re-implemented the Python censorship detector in Java and
 integrated it into the clients module. Please review
 [https://gitweb.torproject.org/user/karsten/metrics-
 web.git/log/?h=task-21588 commits f16f360 and 70f5e0f in my task-21588
 branch]. Note that these two commits are based on #28799 and #28801, but
 that shouldn't really matter for the review. Also note that most of the
 comments aren't relevant for this review, because this Java rewrite is
 solely based on the latest Python version.
