 This sentence is hard to read, I suggest we split it into two sentences,
 one about ORPorts, and one about exiting.

 #24264 gets fixed.

 This paragraph is slightly inaccurate: authorities do reachability *and*
 consistency checks on the IPv6 address announced by the relay. There is no
 IPv6 "a" line in the consensus if there is a tied vote on the address.

 Also, maybe we should say "a" line in the consensus. I don't think we need
 to specify NS consensus, because it will be both consensuses when
 authorities upgrade to 0.3.3 (#23826).
