[anti-censorship-team] Do we expect to have as many standalone Snowflake proxies as we do?

I'm surprised that out of 216 standalone proxies only 2 have unrestricted NAT.                                                                                                                                                              
Are we getting many people running standalone proxies in their computers behind                                                                                                                                                            
their home NAT? can we be missreporting other proxies as standalone when they                                                                                                                                                               
are not?
