[anti-censorship-team] obfs4 bridge option on eclips.is

While setting up a new VPS on eclips.is, which is the service we use to
host the Snowflake broker and bridge, I noticed that they have a
preconfigured option to set up an obfs4 bridge. (And an Outline server,
which is the Shadowsocks-based VPN from Jigsaw.)
