[anti-censorship-alerts] [FIRING:1] Snowflake probetest failures

I observed a once per hour shock wave on our snowflake's metric comes with
an ever-increasing amplitude, and impacts arrives on *-*-* *:00:00 . I will
keep monitoring the situation.
