[anti-censorship-alerts] monit alert -- Connection failed snowflake-server

I opened
https://gitlab.torproject.org/tpo/anti-censorship/pluggable-transports/snowflake/-/issues/40033

The bridge is back up and running but we're still not sure what caused
the failure.
