[anti-censorship-alerts] [FIRING:1] Snowflake probetest failures (FIXED)

Just to give a brief update here, I restarted the probetest at about 
15:36 UTC and it's responding to requests again.

It seems to be a continuation of the problems documented in 
https://gitlab.torproject.org/tpo/anti-censorship/pluggable-transports/snowflake/-/issues/40071
