I haven't, is there a way for me to check to see if they're throttling me? I suspect "are you throttling my tor relay" may fall on deaf ears of their support. This happened very soon after the upgrade to 0.2.6.3 which makes me suspect that but that could be a coincidence.

You checked with plusnet? I thought they were good but they still might've meddled without your permission and blocked your tor traffic.
