You'll probably get through to more people if you include nicknames with
IP addresses, and if you send an email to the operators who listed their
address in ContactInfo.
I was actually hoping that someone else would do that for me, I'm a little snowed under at the moment.
(Turns out the script is going to take a little while to run after the latest updates.)
Here is the list of relays that are producing DirPort responses that cause stem to hang, with nicknames and fingerprints:

There seem to be no common factors looking at tor versions, ASs, countries, or other visible configuration options.
