Hi Larry,

This is a harmless warning that happens when tor skips an address policy created from an invalid address.
The rest of the internal address policy creation works fine - tor is doing exactly what it's supposed to, it's just noisy about it.

It's fixed in master (and the fix will be released in 0.2.8), but we decided not to do a backport to 0.2.7 just to fix an extra warning.
