As we mentioned when this mandate was created, this is a brand new position in the UN Human Rights Council that was created as part of reactions to disclosures on pervasive communication surveillance (including at the UN General Assembly level in December 2014). We are still going through the report and will share more thoughts later on. We can however already note that this first report focuses on defining a roadmap for the Special Rapporteur, and highlighting what he considers as key issues for his mandate going forward.
