[tor-project] Changing Applications Team Meeting

Hi everyone, The Applications Team will no longer be holding our weekly team planning meetings in #tor-meeting on Mondays. Instead, we will be holding office-hours in #tor-meeting on Wednesdays from 1700 to 1800 UTC. Our first office-hours will be on 9 July after our break next week.
