One of the blocked sites is VKontakte, a service like Facebook. I found that they have a page on circumvention that recommends e.g. Opera VPN, Tunnelbear, and Tor Browser. https://vk.com/page-22884714_52979730 (https://web.archive.org/web/20170520222918/https://vk.com/page-22884714_5297...)
Their links for Windows, macOS, and Android look good, but for iOS they are linking to some weird third-party app "VPN Browser - TOR-powered unlimited VPN": https://itunes.apple.com/ru/app/vpn-browser-tor-powered-unlimited-vpn/id9610...
