[tor-project] TPA-RFC-33: monitoring requirements (draft)

(Yes, I send a lot of emails today, sorry. :)

As part of the Debian bullseye upgrade, we're considering an upgrade of our Icinga server or a replacement with Prometheus.

Considering some of you actually use one or the other, as service admins, I would be grateful if you could review the draft requirements I have written here, in TPA-RFC-33:
