Well, this was embarasing, I prepared the package without checking first, and it was already present at Debian's archive.

Vanguards is currently being analyzed for NEW package at Debian.
The addon does not have to be available in your distribution's official repositories. It is sufficient that it is available either via a backports repository, or via one of the torproject package sources for your distribution.
Let's hope Debian's times cope with this. I'll try to do my best.
