Loading up the javascript from ajax.cloudflare.com requires me to enter a captcha to load the site. Cloudfare seems to treat tor exit relays specially.

Once you fix the images, I can add you to the mirror listing.

Therefore all cloudflare sites will treat the tor exit the same way regardless of whether the tuple of tor exit and your site have crossed the threshold. I'm unclear how cloudflare is actually working here. Another thought is that cloudflare gets to track every IP address/computer browsing your mirror.
