No, he did not forget. --exclude 'dist' is run one one time to sync first, then the 2 crontabs will take care of the website root folder and dist folder respectively separately.
Maybe rsync://rsync.torproject.org/dist folder does not exist on the master mirror anymore. If it is available in https://www.torproject.org/dist this does not mean (!=) it is also available on rsync://rsync.torproject.org/dist ... rsync is another daemon listening on a different port with a different config file and whatever, it is not related to Apache, Nginx or other web server daemon.
P.S. I don't believe Sebastian ever forgets something :))

dist is not present on the first mirror anymore, if you run with -nv you'll see that it deletes dist

Thank you. Sorry for the delay, I pushed a fixed version of the website. Also sorry for the delay in posting this update, it took a while for the buildbot to have capacity to rebuild the website.

I've changed the crontab settings, but MultiNet in Norway is no longer listed as a mirror. Is this due to the changes made, and if so will we automatically reappear on the list ?

Yes. The mirror page: https://www.torproject.org/getinvolved/mirrors lists all the mirrors that didn't give a 404 in response to a request for their dist/ directory, as of last night when I ran it.
I've just re-run the script to check which mirrors are functional, and pushed the results to the website; they should go live shortly.
And for the future, we should automate running this script, e.g. daily: https://trac.torproject.org/projects/tor/ticket/13493
