[tor-mirrors] New Mirror

HI!

Just created a new mirror you can add to the directory at your convenience:

For the beginning I'm running rsync once every 4 hours with a sleep delay of up to 2 hours before the actual cronjob. Please advice of another time table if that doesn't fit your needs.

The server is located in Villingen-Schwenningen, Germany.
