Sorry for coming to this thread a bit late, am just catching up on email today. 

One idea for this, that may make things a bit easier:

Instead of doing this in Mallard, it might be worth designing a landing page for https://tb-manual.torproject.org, and having that list all of the languages (instead of displaying the folder view). Putting the language list in with the manual itself may cause some issues when attempting to generate formats other than HTML (docbook, pdf, etc..). 

If this sounds like a reasonable path forward, I am happy to work with Jaruga / Tommy to show them how to accomplish this.

For example, at https://tb-manual.torproject.org/alpha/en-US/circumvention.html we should have links to  ar/ de/  en-US/   es-ES/   fa/                      fr/    it/  ko/   nl/  pl/ pt-BR/ ru/ tr/  vi/  zh-CN/  versions.

And if we can make the browser choose the language according to the user language, better!
Relevant, there is also already a translation / Transifex instructional implemented into the manual alpha: https://tb-manual.torproject.org/alpha/en-US/translate.html

That is great, but this manual is not linked anywhere. It would be great if we can make it more prominent on the tor project website, as the information on https://www.torproject.org/ is only in english and is not linking the alpha version nor the stable version of the manual...
