TASK03 was finished

Rust has been *optional* since Tor 0.3.1.7: "Tor can now build modules written in Rust. To turn this on, pass the "--enable-rust" flag to the configure script." https://blog.torproject.org/tor-0317-now-released You might make more progress on this task if you build Tor without Rust.
