[tbb-dev] TASK03 was finished

Hi all

3) Update tor-android project Makefile and documentation to support Tor 0.3.2.9 stable release, which requires Rust: https://github.com/n8fr8/tor-android

I haven't find any issue ticket on TASK03, so I attached the patch file for tor-android.

tonight I have verified the tor armeabi binary on my mobile device, tomorrow I will test the tor x86 binary on my friend's devices.
