Today OONI, Cloudflare, Access Now and Laura Schwartz-Henderson published a report documenting the social media blocks and network outages in Senegal over the past 2 months.

# Key Findings

Amid political unrest in Senegal, OONI data shows:

* Blocking of WhatsApp, Facebook, Instagram, Twitter, and YouTube between 1st-7th June 2023
* Temporary blocking of TikTok between 5th-7th June 2023
* Ongoing blocking of Telegram Web (since 1st June 2023)

It remains unclear to us why ISPs in Senegal unblocked social media & messaging apps (such as WhatsApp) by 8th June 2023, but continue blocking Telegram Web -- on Sonatel (AS8346) -- to this date: https://explorer.ooni.org/chart/mat?test_name=telegram&axis_x=measurement_start_day&since=2023-05-20&until=2023-08-02&time_grain=day&probe_cc=SN&fbclid=IwAR0AprJbiJ9rzocA1UpzJJJ96YAmvwIB3e0ZUY3pB2nEeFxxvvnnPJhys9o

Data from Cloudflare Radar shows 3 disruptions to traffic from Tigo, and 2 disruptions at Sudatel Senegal between 3rd-6th June 2023. Cloudflare data also shows traffic drops at Sudatel Senegal and Tigo on 31st July 2023.

Senegalese survey respondents who experienced the outages and blocks described that they had an impact on the country's economic activity and political stability, on their professional endeavours, and on the vulnerable or marginalised groups in Senegal.
