Note that Tor 0.4.0.x is scheduled to go end-of-life in February of 2020: https://trac.torproject.org/projects/tor/wiki/org/teams/NetworkTeam/CoreTorR... so if you could encourage your OS package repo to update by then, that would be grand. :)
