 We're also doing some probe tests of snowflake proxies from China here:

 So far it looks like there are still unblocked snowflake proxies, but I'll
 post results once we have more data points.

 Also, fwiw, 40 minutes is a long time to go without having gotten a
 blocked proxy. My guess is that you were randomly assigned a different
 proxy that happened to be blocked due to #25429 at the end of that time.
