Comment:

 This is not an actual patch. This ticket would need an actual patch on our
 codebase, where it adds the example torrc in `doc/` and also documents it
 in our documentation, otherwise it will just get lost and people will
 wonder why it's there. I'm putting this off needs_review. If someone is
 interested, please revisit it.
