 later. But for now, I don't want to hold up the 4.0a2 release for that

 We need them to create incremental MAR files and to examine MAR files.
 They do not need to be distributed to users, but we will eventually need
 them on whatever computers are used to create incremental MARs.

 Kathy and I will look into the reproducibility problem.
