[tor-announce] New Release: Tor Browser 13.0.11 (Android, Windows, macOS, Linux)

Hi everyone,

Tor Browser 13.0.11 has now been published for all platforms. This is an 
unscheduled release fixing an issue with the Snowflake pluggable 
transport and the connect-assist domain-fronting configurations.
