Thanks for starting this thread - sorry it's taken me a while to respond.

I declare an interest: I am responsible for https://www.blocked.org.uk/.
We are currently working towards integrating ooni probes as our
preferred method of measuring censorship. This will allow us to deploy
our system outside the UK.
