Thanks for the review. Two comments though:

This changed the meaning. Incremental upgrades have been developped over
several Tails release. There are actually not that changes in the code
in Tails 0.22.1. It is a minor release. The new thing is that users will
be prompted to perform incremental upgrades by default.

Mh… If you speak the Tor protocol to an obfs3 bridge, it will not work.
You need to speak Tor as obfuscated by obfs3. The new wording is
technically wrong.
