It depends on what editor you use...

For Emacs...

First you'll have to set the fill column (C-x f) It's 72 with the
exception of links.

Then for the paragraph you are on M-x fill-paragraph.

It's best to do it on a paragraph by paragraph basis so that your editor
does not try to line-wrap links and the events section (which has
links). There are also a bunch of other fill types (region, whole
buffer). M-x fill<TAB> should bring up a list of them.

A Vim user will have to answer for Vim. Gedit looks like it will need a
plug-in.
