[TWN team] Automatic notifications for wiki changes

That approach did not seem that easy to read so I've spent the morning
working on a “smarter” script: after 30 minutes without any changes,
we'll get a diff for every changes that have been done since the last
notification email.

I hope this will prove more useful, and also… will work as it should. :D
